P.O. Box 238 | Carleton Place ON, Canada | K7C 3P4 www.pfac.com (416) 447-9970 petfood@pfac.com PFAC Member Code of Conduct Background The Pet Food Association of Canada (PFAC) (the association) represents pet food and treat manufacturers that market or sell products in Canada. These companies are classified as Active members, as outlined in Section 2.2 of the By-laws. Membership conditions are outlined in Section 2.1 of the By-laws, which stipulate that members of the association must also meet the requirements or rules that have been passed by the board of directors. Scope The PFAC Member Code of Conduct and the requirements for membership within this document only applies to the membership of Active members (voting members). Rationale The industry is only as strong as its weakest link, and to protect the credibility of the industry and the association, Active members should at least meet these minimum requirements. If a member did not meet these requirements, and their products were involved in an event that impacted the health and well-being of pets or humans, then the whole industry would be at risk. Membership Requirements All Active members of the association must abide by the following requirements to be eligible for and to retain their membership, and will provide evidence of such at the request of the PFAC Board of Directors (the Board), or the Executive Director on behalf of the Board at any time: 1. Members shall follow a formal food safety program at each of their production facilities, or for those members who do not make their own pet food, at their manufacturing partners’ production facilities. The food safety program must be either a HACCP based program, GFSI scheme such as but not limited to SQF, RC, FSSC22000, or something equivalent. 2. As part of their food safety program, members must undergo a 3 rd party certification or audit of their program to verify its effectiveness. This must be implemented within member facilities, or their manufacturing partners’ facilities food safety programs before June 1, 2027. 3. Members must follow all AAFCO model regulations for pet food. www.pfac.com (416) 447-9970 petfood@pfac.com Evidence As mentioned above, Active members may be asked from time to time to show evidence that they meet the above two requirements. If not provided, the Active member may be at risk of losing their membership benefits and rights. Disciplinary Action If it is discovered that a member does not meet the requirements of membership, their membership could be revoked. This will be reviewed on a case-by-case basis, and time for corrective action will be given to come into compliance.
